3Axis Consulting was founded in 2024 by Elaine Farber Budish to help organizations bridge the gap between two-dimensional plans that sit on shelves and three-dimensional initiatives that achieve outcomes in the real world.

Elaine is a senior leader with proven results in public-sector strategy, programmatic innovation, DEI, and data-driven process design and improvement. She is known for providing practical, inclusive consulting services to public sector, education, and non-profit clients working to grow their capacity to deliver effective services and improve their outcomes. 

With almost two decades of experience engaging in public sector policy and implementation work across the country, Elaine brings the experience, tools, and approaches needed to support client teams in achieving the impact they want.
